Not exactly in those words.  I try to follow Lao Tzu's example.  For example, when he says the sage does not contend, he really means he does not content with idiots, but he puts it in a way that makes even idiots feel good about it.

My interpretation was a sage does not contend with anyone.

Someone who is wise would not contend with a sage, (that was before the internet I suspect) therefore those who do contend are not wise, ie. idiots.

The Chinese definition of 氣功(Qigong) is always considered deep breathing within the practice. Hence, without deep breathing is not Qigong.

Why is there a discrepancy? Why was the definition of Qigong, in English, disregarded deep breathing?
