I have run up against them in the past when I tried to organize a gift of farming equipment to some people there , post war . I was told the leader of the country does not like Red Cross and refuses all aid . Do not send anything with a red cross on it, or any type of cross or anything red on the outside . Its also best to include a letter (as your packages WILL be opened and inspected ) saying how great our President is and how fortunate we all are to have such a great and generous man as our leader ( but just say president , do not name him as that could change any time ) . ' So as I pass , I hung this over the side of the boat ; 'Hello Cote de Ivoire ! Sorry I cannot stop and visit I am rushing to Portugal . But I see you have a very beautiful and successful country , no doubt due to efforts of your magnificent , famous, kind and generous , yet stern and strong President .
