I had commented in another thread that maybe Mattis who is used to calling the shots now realizes he cannot do his mad-dog thing in this role. I wanted to look up any policy on the SoD and found some interested issues like the SoD is usually a civilian and cannot be a military person who has retired within 7 years without a waiver.
