Yes, I would agree that the chapter is more about governing people than it is of any other concept.

 

In the military the leaders most important concern is supposed to be the welfare of his subordinates. Without a well cared-for military a nation's leaders will be unable to accomplish their military oriented goals.

 

This is equally true of the rest of the society as well.
