Mair 13 The Way Of Heaven

The author of this chapter goes so far as to annex Tao (the Way) to T'ien (Heaven) in a brazen effort to subordinate Taoist metaphysics to Confucian politics.  He espouses conventional hierarchy, etiquette, and laws in a manner that is quite alien to the Master Chuang of the Inner Chapters and many of the Miscellaneous Chapters.  With the appearance of Lao Tzu (the Old Master) toward the end of the chapter, a more authentic voice is heard.
